PLANS FOR NEW SURGERY MOVE CLOSER
A meeting of the Primary Care Trust and other
interested parties met in the Council Offices in Melrose Road on Thursday to discuss
plans for a proposed new surgery in Mersea
A blueprint of the building has now been prepared
and was put before the gathering for discussion
New plans will now include the facilities presently
provided at the existing clinic in Barfield Road (which will close)
The surgery will be an H shaped two storey building
with eight consulting rooms - reception in centre
The clinic and reception will be on the ground floor
It will also include a dental surgery
The preferred site for this surgery will be
the Legion Field in Barfield Road
The surgery would take up half of the field.
It has not been made clear as to how current legislation protecting West Mersea's Open Spaces (such as the Legion Field)
could affect these plans.
The meeting was not open to the general public
PLANNING LEGISLATION ON OPEN SPACES
At the present time plans to build - either a housing development or a public building (e.g. a surgery) on any of West Mersea's designated open spaces (e.g. The Legion or School fields) would contravene current planning legislation. In order to be used in this way the land would need to be re-designated. If plans of this kind are put forward it remains to be seen whether the strict Guidelines laid down will be over ruled - if they are then the question remains - why have the rules in the first place?
Under National Playing Field guidelines Mersea is, at present, short of open space per head of population. In addition - current planning rules state that an alternative piece of land of equivalent size must be provided to replace any open space lost.
NEW PAVILION FOR THE GLEBE

the new Pavilion it will look like
Moves are afoot to replace the old pavilion at the Glebe with a new one on the present site (the existing pavilion is in a poor state of repair and would require extensive modernisation). A new development would provide additional changing facilites and have an outside viewing area by way of a balcony. It is anticipated that there would be more social space for use by sporting bodies within Mersea as well as opportunities to let the pavilion out for external functions. The new building would cost about £600,000 minimum and the Town Council will be applying for a grant - possibly from the Football Association. This matter will be discussed at the next Council meeting in August
NEW GLEBE EXTENSION - UPDATE
MANY DELAYS ON SIGNING THE LEASE FOR THE NEW GLEBE EXTENSION
After several technical hitches - the Council is almost ready
to sign the lease on the new Glebe extension
The Town Council are not happy about the state of
ground on the new site - it will need more top dressing
However - we have agreed to lay out a full size football pitch
and deal with the state of the pitch as and when!
BMX Track - the Clerk will draw up plans for a BMX track
but we cannot go ahead with this until the lease is signed
The floodlights also need sorting out - and we hope to get a quote shortly
PUBLIC HEARING WILL THE TOWN COUNCIL GET VILLAGE GREEN STATUS FOR THE YOUTH FIELD? UPDATE
The Public Hearing for Village Green status for the School or Youth field was held on the 16th April at the MICA Centre before Inspector Edwin Simpson. Many witnesses - local Mersea people - stated in various ways how they and their families had used the field "as of right" for most of their lives.
The Inspector's Report will go before the Development and Regulation Committee
of Essex County Council - who will make the final decision which is expected within the next few months.

For several years West Mersea Town Council have been appealing against the refusal by Essex County Council to grant permission to designate the Youth Field (to the rear of School Gardens) a "village green". Essex County Council, who own the land, state that it is now "surplus to requirements" and that in an effort to "maximise their assets" they cannot promise not to sell it off for development. We, the Council, have to prove that the land has been used as common land by the people of Mersea "as of right" for many years. These fields are the last remaining green spaces in the middle of the town.
West Mersea Town Council, who have maintained this field for many years, wish to turn the whole area into a proper public park for future generations to enjoy. The Town Council have instructed their own top Barrister - David Ainger - to represent their case and have approved a budget for this, including an additional charge on the Precept this year to cover the £10,000 legal fees The Council have already spent about £25,000 in the past seven years on ongoing legal fees.

NEW NUCLEAR BUILD AT BRADWELL
As most people will be aware British Energy have recently made it clear that Bradwell may be one of the sites where (should the Government decide to go for nuclear energy)
a new nuclear power station could be built
The recently formed local Group BANNG
Blackwater Against New Nuclear Group - whose aim is
to seek to protect the people and environment of the Blackwater estuary and its surroundings from the risks of radioactivity by preventing further development of nuclear activity in the estuary.
had a special meeting with the Town Council concerning this subject.
A report of that meeting was discussed at the last Council meeting
The Council have agreed to first hear all sides of this debate
and to keep a watching brief!
They will take a view once a planning application has been put forward
